JOSEPH ROBERT "JOE" ENGLAND, age 52, Cynthiana, died Thursday, February 21, 2008, at Harrison Memorial Hospital. He was born in Hamilton County, Ohio, June 10, 1955, to the late Herbert and Virginia Lucille Fagan England.

 

Joseph R. England was a retired Kentucky Vehicle Enforcement Lieutenant. He was a thirty year veteran of Emergency Services consisting of two years in Emergency Medical Services, two years in Emergency Services and Law Enforcement Telecommunications and twenty seven years two months working for the Kentucky Department of Vehicle Enforcement. Lt. England served as the first cabinet level Homeland Security/Counter-Terrorism Coordinator for the Kentucky Transportation Cabinet and the Department level coordinator for Kentucky Vehicle Enforcement until his retirement. He was a Kentucky Colonel. He was a current member of the Harrison County Board of Education having served since 1997 as the district 3 representative and has served as chairman and was currently vice chairman of the board. He has served as chairman of the twenty eight county Central Kentucky region of the Kentucky School Board Association. Joe was a current member of the Kentucky School Board Associations Board of Directors and was the current chairman of the associations Performance Oversight and Monitoring Committee and also served on the Governance Committee. He was a member of the National School Boards Association. Joe served on the Kentucky Commissioner of Education's Local School Boards Advisory Committee and served on the Commissioner's Interview and Screening Committee for the selection of interim school board members.

 

He is survived by his wife, Vickie L. Barnes England; two sons, David Hunter England and Robert Lewis England, both of Lexington; a daughter, Stefanie Nicole England, Georgetown; a brother, Anthony Wayne "Tony" England, Owenton and an aunt, Freda M. Fagan, Lexington.
